The deputies will bring Ukrainian e-communication back to life
September 20, the Verkhovna Rada refused to back the Electronic Communications Bill No.3549-1 and returned it for revision before the first reading.
All-in-all, turning back the Electronic Communications Bill to the committee wasn’t the worst decision taken by the Parliament. But later on the same day, the MPs voted in favor of the Cyber Security Bill No.2126 in the first reading. In fact, this act has no meaning at all and looks rather like a non-binding declaration. So, there’s no prize for guessing, it wasn’t an expert analysis of draft legislation tabled for discussion by the MPs that made them refuse to pass the Electronic Communications Bill. Instead, it’s more than likely that this decision was a result of some behind-the-scene struggle in the Parliament.
